This cool cat who walks through walls can be found at the corner of "Herbis Osaka" aka Umeda Hanshin Daiichi building in the Umeda - A commercial and business district of Kita-ku, Osaka, Japan.
No information is available about this art work. My wild guess - It may have been inspired by the title of the Sci-Fi novel "Cat Who Walks Through Walls" by Robert A. Heinlein.
Herbis Osaka is a 190 metres high, 40 storey multi-purpose commercial complex which also houses The Ritz-Carlton Osaka.
